Who is the real culprit?

In the news today we find the government complaining about the New York Times publishing an unveiling of a secret program. The paper and its reporters have never taken an oath to protect the countrys secrets..So why confuse the american public with all the rhetoric when it is the fault of the insiders who are privy to the information..Of what value is the secret and classified clearences when the government does not crack down on such squeelers and put them in jail..They can't be called whistle blowers because they know the critical value of such programs and certainly should be treated to the full extent of their treasonous actions..Find the real culprit and quit dodgeing the issue!!!
